Tournament Rules-updated 4/3/10
1.00 Team Roster and Registration
1.05 Rules will be played according to Super
Series and National Major League Rules unless superseded by specific rules
identified within these tournament rules.
1.06 Medical and liability insurance is
required and proof must be presented to the tournament director if requested
1.07 Tournament Director or Official at each
complex may, as deemed necessary, take steps necessary to speed up play, cancel
games and/or move games to other fields. Tournament Directors have final
decision on all disputed situations as they may arise and be brought to their
attention.
2.00 Tournament Policy / Rules
2.01 Only players, coaches, and scorekeeper
will be allowed in the dugout. Players may not climb or jump on fences or
benches. Teams may cheer, but will not call opposing players by name or act in
an un-sportsmanship like manner (i.e. hey batter batter swing). Throwing of
bats and helmets can result in removal from the field.
2.02 Any coach or fan that is ejected from a
game must leave the baseball complex. The game will not resume until this
person is away from the complex. Failure to leave the premises in a reasonable
amount of time will result in game forfeiture. Coaches ejected from a game are
also ejected from the tournament
2.03 Teams will not be allowed batting
practice on game fields prior to a game. No infield practice will be permitted
prior to the game except for the normal pitches allotted the pitcher by the
umpire just prior to the start of the game.
2.05 Game time is also forfeiture time. A
team may start with and / or end with 8 players (the ninth batting position
will be an out). If you cannot field 8 players by scheduled game time you
forfeit the game. If games are running behind the Tournament Director at each
complex may move a game to another field to speed up play. Therefore it is
important that your team be on time for their game.
2.06 All games except for the Championship
games have a time limit. Extra Innings in
the Championship game will not use the California Tie-Breaking system.
No inning shall start after 1 hour and 45 minutes
If an inning is started prior to the time limit that inning will be considered the last inning of that game. Game start time is at first pitch and will be recorded by the official scorekeeper.
2.07 A twenty, fifteen, twelve, ten,eight (20,15,12,10,8) run rule will be in effect throughout the tournament. This means any team leading by 20 runs after first inning, or 15 runs after the second inning, or 12 after the third or 10 runs after the 4th or 8 runs after the 5th, is declared the winner of the game.
2.08
All games will be six innings in length or time limit as stated above (14's
have a 7 inning game). After official time, if tied, we go to the
2.08a A complete game will be 4 innings or 3 ½ if
the home team is ahead. If a game is
stopped because of rain, snow, darkness, sprinklers etc. after 4 innings or 3 ½
if the home team is ahead, we will revert back to last previous completed
inning and this will be a complete game.
If the game is stopped prior to the stated innings that game will be
suspended. Play will resume from that point forward.
2.10 Substitution
Rule
You must declare which of the two you are
using prior to each game.
Either:
(a) Starter Return rule. Any starting player
may be substituted and re-enter the game once,
Provided that such player occupies the same
position in the batting order whenever he is in
the game. Teams will bat nine players. No EH
or DH is allowed.
(b) Bat the whole roster. If this is chosen
then free substitutions are allowed throughout the game.
Any pitcher may be removed and re-enter the
game as a pitcher once per inning as long as he was not removed from the game.
Coaches will notify umpires of player
substitution and make sure subs are properly noted in the official scorebook
2.11 The umpires will call balks. Umpires
will advise coach and player of why the balk was called.
2.12 Teams may play with eight players.
However the ninth batting position is an out when it comes up in the batting
order. If your are batting the whole roster as long as you have more than 8
players no out will be called for a missing player.
2.13 Teams are allowed 3 charged defensive
conferences per game and one per inning offensive conference. Only one coach
may be out on the field during a conference. When a pitcher is removed from the
mound this is not a charged conference.
2.14 Protest
We would like to discourage all protest due
to trying to keep the tournament going on a timely basis. Each field will have
a Tournament Official. Should you really have to protest a game there will be a
$100 Protest fee. If you win the protest your fee will be returned, however if
you lose the protest the fee is not returned.
Protest of judgment calls by the umpire is
not permitted under any circumstance.
Protest not resolvable by the Tournament
Official will be heard by a Protest committee established by the Tournament
Official as needed.
2.15 Players playing in the 11 &
under divisions are NOT permitted to
wear metal spikes. On portable mounds no metal cleats may be used
Players
must either slide, attempt to prevent collision, or give themselves up. The umpire has sole discretion in ascertaining
whether or not the player should have slid to prevent a collision and/or makes
malicious contact with a player. The umpire has the option of removing such
player from the game.
Courtesy runners may be used for the catcher
and pitcher at any time. Player making the last out will be the courtesy
runner.
2.16 Pitchers may be removed from pitching if
they hit 3 batters. This is a judgment call made by the umpire.
2.17 The maximum run (point)
differential scored will be a +8 or –8 regardless of the actual game score.
2.18 In case of a two-way tie in pool
play the following rules will apply:
- Head to Head
- Runs Allowed
- Point differential
- Runs Scored
- Coin Flip
In case of a three or more way tie
- Runs Allowed
- Head to Head
- Point differential
- Runs Scored
- Coin Flip
